Superintendent, Conseil scolaire acadien provincial (CSAP)

Michel Collette has been Superintendent of the Conseil scolaire acadien provincial (CSAP) since 2021. He holds a Bachelor’s and a Master’s degree in Education with a concentration in School Administration from the Université de Moncton, as well as a second Master’s in Education with a concentration in Information and Communication Technology from Memorial University in St. John’s, NL. As Superintendent, Mr. Collette operates in accordance with the CSAP Act, which grants the school board a unique mandate : to provide high-quality French first-language education for the Acadian and francophone community in Nova Scotia.

Since assuming this role, he has overseen the development and launch of the CSAP 2024–2030 Strategic Plan, Innovons ensemble vers 2030, which outlines a clear vision for academic success, equity, and innovation. Under his leadership, CSAP has experienced continued growth in student enrollment across the province, supported by initiatives that strengthen community engagement and emphasize the importance of French-language education for Acadian and francophone families. He has also guided the organization through significant advances in literacy and numeracy, ensuring that CSAP’s approach reflects both research-based practices and the unique needs of students in a minority language setting.

Mr. Collette has also been a strong advocate for the integration of technology and digital learning tools. His tenure has been marked by a strong focus on student well-being, inclusive practices, and leadership development, ensuring that CSAP schools provide a welcoming environment where every student can thrive.

In addition to his leadership responsibilities, Mr. Collette served as CSAP’s chief negotiator during negotiations with the Province and played a key role in preparing the CSAP Act, thereby grounding the Council’s roles and responsibilities in the legal and constitutional framework inspired by Section 23 of the Canadian Charter of Rights and Freedoms.

Before becoming Superintendent, Mr. Collette served as Director of Educational and Student Services, where he successfully led the merger of services to better align resources with student needs. He has also held a variety of leadership roles within CSAP, including vice-principal, principal, and educational program coordinator, in addition to many years of experience as a classroom teacher. Outside of CSAP, he worked with the Nova Scotia Department of Education and Early Childhood Development as a French Immersion consultant and has taught at both undergraduate and graduate levels at Université Sainte-Anne as well as at the undergraduate level at Université de Moncton.
